Why do I need a circuit sense?

It is a requirement that if the normal lighting fails in an area that the emergency lighting comes on.

This includes the circuit breaker tripping or the power dropping below 0.6 times the rated supply voltage. 

Emergency lighting circuits normally cover more than one lighting circuit so there is a requirement to be able to connect multiple circuits together.
